Kuala Lumpur, 21 January 2026 — TTKLIA, the operator of the LaLaport Bukit Bintang City Centre (BBCC) Transport Hub, is set to welcome international passengers following the announcement by the Minister of Transport, Anthony Loke Siew Fook, designating the facility as a new licensed hub for Kuala Lumpur–Singapore express bus services, with approval expected by February 2026.
During his recent working visit to the LaLaport BBCC Transport Hub, the Minister highlighted that the licensed terminal was established to enhance passenger safety, travel comfort, and regulatory oversight, particularly for high-demand cross-border express bus routes. He also emphasised that express bus services should no longer operate from unlicensed roadside pick-up points or informal locations, which are a leading cause of traffic congestion, safety risks, and inadequate passenger facilities, especially during adverse weather conditions.
With these considerations in mind, the Ministry selected the LaLaport BBCC Transport Hub due to its strategic city-centre location, seamless integration within a modern shopping mall, and convenient connectivity to public transport networks, including the LRT and Monorail. The hub also serves as a secure, air-conditioned waiting environment for passengers and tourists, offering access to restaurants, retail outlets, clean restrooms, and other amenities, thereby setting a new benchmark for a comfortable and dignified travel experience.
The Minister further noted that the licensing process is in its final stage and that the Land Public Transport Agency (APAD) has conducted site visits to assess safety, operational readiness, and regulatory compliance. Upon approval, express bus operators currently operating from unlicensed locations will be required to relocate to licensed terminals that meet prescribed safety and operational standards.
As the operator, TTKLIA will be responsible for managing the day-to-day operations of the LaLaport BBCC Transport Hub, ensuring smooth coordination of express bus services, management of five (5) licensed bus bays, ticketing counters, passenger flow, and strict compliance with safety and operational requirements imposed by the relevant authorities. The controlled number of bus bays is designed to ensure orderly operations, minimise congestion, and maintain a high level of safety within the terminal.
Further enhancing the hub’s operations, TTKLIA has implemented a Centralised Ticketing System (CTS), organised bus bay layouts, and integrated access to supporting transport services. To ensure service continuity while prioritising passenger safety and comfort, the transition of express bus operations to the designated hub will be implemented in phases.

With an investment of approximately RM5 million in the development of the LaLaport BBCC Transport Hub, TTKLIA’s planning, design, and construction guided by the company’s experience in operating Malaysia’s first Grade A public transport terminal at Kuala Lumpur International Airport Terminal 2 adhere to high standards of safety, efficiency, and passenger experience. Construction of the hub has been completed, and the facility is ready to be operational disclosure in the shortest possible timeframe, replacing previous informal bus parking operations conducted outside mall premises.
The Minister also highlighted 1 Utama, IOI City Mall, and Sunway Pyramid as potential express bus hubs in the future, subject to compliance with licensing, safety, and operational requirements.
Through the operation of the LaLaport BBCC Transport Hub, TTKLIA reaffirms its continued commitment to supporting the Government’s efforts to strengthen a safe, integrated, and passenger-centric public transport ecosystem, particularly for express bus services between Kuala Lumpur and Singapore.
